How many white quills make a snowflake?

Harley has a ton of white quills mixed in with his colored ones. Not just one here and there, but LOADS.

Does this mean he's a snowflake or is there some set amount that decides that?

Hrmm yeah I'm not sure if he has 30%, all I know is he has a lot of them. :P

Will be interesting to see if he changes at all with some quilling.

To figure out the percentage, I looked at herbies quills and counted 30 of them. On Herbie 8 out ten quills are white. He has just enough dark brown quills to make him a chocolate snowflake or chocolate chip as some would call him.
