What is the stuff on the babies quills?

It would depend on the breeder what is used. Who did you get him from they could tell you. :)

I don't have any. But I want to know what it is. Is it paint?

Sonya, it depends on the breeder. Some use fingernail polish, some use nontoxic kids paint... it just depends on what the breeder feels is appropriate to use.
