Can a hedgehog live in a 4 gal aquarium?

No, a 20 gallon long is the smallest that is recommended. Most people don't use them though because there isn't much ventilation. You might want to look into making your own out of a sterlite bin. There are different ideas and layouts on different websites.

That should be plenty big enough, although it may be hard to clean (being so big and heavy)

This is off topic but I noticed you were In PA and I didn't know if you were aware but I believe it's illegal to own hedgehogs in PA. Also if this has been changed I'm sorry, I just don't want you to get one and realize it's illegal later downt he road.
