Cage liners

ok i have some little issues with Melvin which is kinda irritaing me...right now we have puppy pads in his cage and he chews them open and climbs into them and get the cotton stuck all over him...even if he has a blanket he still burrows in him...and before that he had some wood shavings but those are bad for their health and they ended up EVERYWHERE!!! so any suggestions about what to do??? and right now he is in a GIANT kennel (temp)!!
